To start out, I marked out one and a half inch notches on the lace, and corresponding notches on the neckband that were offset on either side.
I ran a basting stitch in between the notches on the lace to draw it up into an accordion shape.
Using separate needles on each side, I stitched the edges of the lace to the notches of the neckband.
I alternated sides to help keep the fullness of the folds consistent.
